The Commission's proposed Data Protection Regulation seems very positive for Incident Response. Indeed Recital 39 explicitly supports the work of Incident Response Teams:

Last week the European Commission published their proposed new Data Protection legislation. This will now be discussed and probably amended by the European Parliament and Council of Ministers before it becomes law, a process that most commentators expect to take at least two years. There's a lot in the proposal so this post will just cover the general themes.

As well as looking at some of the legal issues around sharing information among incident response teams, earlier this month I was invited by the Janet's Portugese equivalent, FCCN, to talk on the practical issues at their national CERTs conference in Lisbon.

Over the past few months I've been working with UCISA's Networking Group to develop a set of standard templates that Janet customer organisations can use, if they wish, to respond to copyright infringement reports.

All Janet services are governed by the Janet policies. Janet CSIRT is the Computer Security Incident Response Team for Janet, the UK’s education and research network. Our primary role is to aid the detection, reporting, investigation and eventual resolution of security incidents occurring on Janet, and our customer’s networks. We also provide advice and education to our customers.

An interesting reminder from the European Court of Justice (ECJ) that the Data Protection Directive (95/46/EC) is supposed to make processing and exchanging personal data easier as well as safer.
