The group administrator(s) assign, or if required remove, rights for a member within the group.
When you set up the group, you can define the basic rights for a new user. If you choose member, then the user can comment, but editors can add content to the group. These rights can be changed by those with administrator role using the options for that role.
Each group is different and the roles should reflect either the purpose or dynamic of the group.
